PUBLIC CORPORATIONS
Meaning of Public Corporations
Public corporations are government-owned organizations or enterprises established by law to provide essential services, manage strategic industries, or perform specific functions for the public good. They are often semi-autonomous, managed by a board of directors, and funded by the government, though some may generate their own revenue.
Examples of public corporations in Nigeria include: Nigerian National Petroleum Corporation (NNPC), Nigerian Railway Corporation (NRC), National Electric Power Authority (NEPA – now PHCN successor companies), Nigerian Ports Authority (NPA), Federal Radio Corporation of Nigeria (FRCN).
Reasons for Establishing Public Corporations
The following are reasons for establishing public corporations:
- Provision of Essential Services: To ensure that basic services like water, electricity, transportation, and communication are available and affordable to all citizens, especially where private companies might not find it profitable.
- Reduction of Exploitation: To prevent private monopolies from exploiting consumers through high prices or poor quality services in critical sectors.
- Promotion of Development: To stimulate economic growth and industrialization by investing in key sectors that require large capital and long gestation periods.
- Creation of Employment Opportunities: To generate jobs for a significant portion of the population, thereby reducing unemployment.
- National Security and Strategic Industries: To control vital sectors such as defence, energy, and certain natural resources that are crucial for national interest.
- Revenue Generation: To generate income for the government through their operations, which can be used to fund other public projects.
- Control of Natural Monopolies: To manage industries where it is more efficient for a single entity to operate, such as utility services.
Functions of Public Corporations
The following are functions of public corporations:
- Service Delivery: Providing essential services such as electricity, water, public transport, and telecommunications.
- Infrastructure Provision: Developing and maintaining critical national infrastructure like roads, railways, airports, and seaports.
- Public Welfare: Implementing government policies aimed at improving the living standards and welfare of citizens.
- Economic Growth: Driving economic development by investing in productive sectors and creating a conducive environment for other businesses.
- Job Creation: Employing a large workforce, thus contributing to employment and reducing poverty.
- Policy Implementation: Serving as instruments for the government to implement its economic and social policies.
- Stabilizing the Economy: Acting as stabilizers during economic downturns by continuing operations and maintaining employment.
