The Abia State Government has launched a new Education Management and Information System (EMIS) alongside a learner identification framework known as the **Abia State Learning Identity Number (ABSLIN)** to strengthen student tracking and improve education data across public and private schools.

The initiative was announced following a State Executive Council meeting in Umuahia by the Commissioner for Basic and Secondary Education, Goodluck Ubochi. He explained that the system will provide a central digital platform for storing education records while assigning every learner a unique identity number that follows them throughout their basic and secondary education.

According to the Commissioner, EMIS will serve as a comprehensive data hub for schools, while ABSLIN will make it possible to monitor each child’s academic journey from entry to completion. The new framework is also designed to address the growing concern of unregulated student movement between schools.

He noted that many pupils currently change schools without proper documentation, making it difficult to track learning progress. With ABSLIN in place, transfers between schools — whether public or private — will now be coordinated through the Ministry, ensuring continuity of records and better oversight of enrolment patterns.

The reform is part of wider education sector improvements under the administration of Alex Otti, which is placing increased emphasis on data-driven planning and accountability.

Teacher Recruitment and Literacy Programmes Underway

Ubochi also disclosed that **36,415 applications** were received in the second phase of Abia’s teacher recruitment exercise, with **24,023 candidates shortlisted** for a computer-based test. The state had earlier employed 5,394 teachers and is working toward recruiting **an additional 4,000** to strengthen classroom capacity across schools.

In addition, the Mass Literacy, Adult and Non-Formal Education Programme** for the 2025–2026 academic session has resumed in all local government areas, alongside sensitization campaigns targeting school dropouts, traders, and artisans.

Education officials further highlighted recent achievements, noting that Abia emerged overall best at the National Basic Education School Sports Games, winning eight gold medals. The state has also ranked first in the National Examinations Council (NECO) examinations for three consecutive years.

Abia’s adoption of learner IDs and EMIS reflects a wider national move toward technology-powered education management. Several states are now investing in centralised databases and real-time dashboards to guide teacher deployment, infrastructure planning, and student monitoring, while the Federal Government continues to promote digital reforms to improve transparency and learning outcomes.

For teachers, school owners, and parents, the new system promises more accurate student records, smoother school transfers, and stronger planning — all aimed at creating a more organised and accountable education system in Abia State.
