FG Launches $552 Million HOPE-EDU Programme to Drive Basic Education Reform Nationwide
The Federal Ministry of Education has unveiled a $552 million education reform programme aimed at transforming basic education across Nigeria.
The initiative, known as HOPE-EDU (HOPE for Quality Basic Education for All), is designed to strengthen foundational learning, expand access to quality schooling, and improve accountability in participating states.
According to a statement issued in Abuja by the Ministry’s Director of Press and Public Relations, Boriowo Folasade, the programme aligns with the broader Nigeria Education Sector Renewal Initiative (NESRI), the federal government’s flagship education reform strategy.
Fastest Large-Scale Education Funding Activation
The Minister of Education, Dr Tunji Alausa, described the launch as a landmark step in Nigeria’s education transformation journey.
He stated that unlocking the $552 million funding within 12 months represents the fastest activation of education financing of that magnitude in Nigeria’s history.
“This reflects clarity of vision, strong intergovernmental coordination, and our commitment to delivering measurable results for Nigerian children,” the minister noted.
Record Education Budget Allocation
Dr. Alausa also revealed that federal allocation to education has increased by over 302 percent since 2022, signaling renewed prioritisation of human capital development.
For the 2026 fiscal year, the education sector received ₦3.520 trillion, the highest allocation to date. The minister explained that this funding is further supported by increased state-level investments aimed at addressing local education challenges.
Under the leadership of Bola Tinubu, the government says reforms are being structured around measurable outcomes, transparency, and performance-based improvements.
What HOPE-EDU Means for Schools and Learners
The HOPE-EDU programme is co-financed by the World Bank and the Global Partnership for Education.
Key focus areas include:
- Improving foundational literacy and numeracy
- Expanding equitable access to quality basic education
- Strengthening institutional capacity at state level
- Enhancing accountability and system-wide monitoring
For teachers and school leaders, the programme is expected to introduce results-driven reforms, improved learning support structures, and stronger oversight mechanisms. For parents, the initiative aims to translate funding into better classroom experiences and improved student learning outcomes.
Education stakeholders will be watching closely to see how effectively the funding is deployed across participating states in the coming months.
